The concept of standardising the interviews and creating programming SATs is most ridiculous ideas I've ever heard. It makes zero sense and sounds like a call of desperate engineer who's been rejected or wronged, and now feels like he deserves some justice. As an employer, I would never respect such fake and pointless initiative. As an employee looking for a job, I would never want to be judged boxed and regressed to global average.
