I'm not a big fan of Musk, nor his tweets, but in this particular case, he just stated the obvious. And yes, some managers can do their job excellent without such hands-on knowledge, but in almost all cases, if you have to choose from two good managers and one has hands-on coding experience, I know who you will hire :)
