I think you are absolutely right if things go wrong and people start owning things they shouldn't. I never seen it actually happening.

When what you said happens, we are back to #2 and thateans person who is responsible for the engineering team failed to his/her job.

Teams are only as good as their leaders (and sometimes better despite bad leaders) 😁
