I hate to say it, but... "it depends" :D

Whilst I personally believe that agile approach (scrum, kanban,mix) should be decided by teams directly, structure that affects the whole organisation probably not. I personally would aim for similar approach everywhere, likely with some minor differences but keepings things simple and reasonable.
